Vancouver has a very good public transport.. you definitely dont need a car to live there.

Pick any of the large cities, and look for housing in the downtown core. There are tons of jobs that require neither univeresity, college, or driver's licenses

You have to find out if you qualify as an immigrant to enter Canada. You can visit here for up to six months on work visa. Again, you would have to go through immigration.

First find out if you qualify to live in Canada. If you were not born here, you can't just come here and get a job. Look under Canada immigration.

Saskatoon, SK is a great place to live with none of that stuff. Its not a big city but, yet 1st or second biggest in Saskatchewan.. Its good because first off it only take a max of 20 minutes to get anywhere in the city by public transit, there is a great economy here and its often simple to get a job. The river runs though Saskatoon and there is lots of beautiful scenery. Lots of parks. Housing has been better for rent and mortgages. Look into it and see if its the right place for you.!
