If you were in Canada I'd guess that you were up against money laundering legislation and need to prove the source of the funds. For the US, I don't know but would suspect the same sort of thing. It seems more than a bit odd that "all the mortgage companies/agent" haven't been able to say what document they need.

Foreign investors buy property in the US all the time. If they are paying cash, there should be no reason why they cannot do so regardless of their immigration status....To apply for new immigration visas for yourparents, which is rather costly, you need to file immigrant visa petitions (form I-130) at the US consulate. This process might takeup to a year.
